House Republican Leadership Chairwoman Elise Stefanik, alongside Congressman Glenn Grothman of Wisconsin, has reintroduced the BOP Direct-Hire Authority Act. This legislation aims to address staffing shortages within the Bureau of Prisons (BOP), which have been described as dangerous for correctional officers, staff, and inmates.

Chairwoman Stefanik emphasized the urgency of the situation: “For far too long, our Bureau of Prisons facilities have faced dangerous staffing shortages that threaten the safety of correctional officers, staff, and inmates alike. As the Representative of FCI Ray Brook, I am proud to support the BOP Direct-Hire Authority Act, a critical step toward reversing this crisis and restoring safe staffing levels across the Bureau of Prisons.” She added that the bill would enable BOP facilities to quickly fill open positions and improve workforce morale and institutional safety.

Congressman Grothman highlighted another challenge related to staffing in federal prisons: “One of the main hurdles in President Trump’s effort to reopen Alcatraz will be the ability to quickly hire Correctional Officers.” He stressed that passing this legislation is crucial for addressing labor shortages exacerbated by federal bureaucracy. He shared insights from his visit to FCI Oxford in Wisconsin, noting it as an example of how staffing issues are affecting BOP facilities nationwide.

The background data indicates a significant drop in BOP employees from 43,369 in January 2016 to 35,000 by September 2022. The hiring process currently takes at least 105 days under U.S. Office of Personnel Management guidelines, with some positions remaining unfilled for up to six months. These delays contribute to increased security risks and lower morale among existing staff.

The proposed legislation has garnered strong support from correctional professionals nationwide. Shane Fausey, National President of the Council of Prison Locals, has testified before the U.S. Senate about these staffing challenges.
