City of Troy, NY issued the following announcement on Nov. 24.
Mayor Patrick Madden issued the following statement on the passage of the City’s 2021 Budget by the City Council on Tuesday evening:
“I’m pleased with the bipartisan approval of the City’s 2021 budget by the City Council. The 2021 budget is a responsible spending plan that remains under the state tax cap, funds essential services, expands youth programs, and continues important quality of life initiatives to improve Troy’s parks & neighborhoods.
“Additionally, the plan includes funding for departments that have seen reductions in personnel and capacity due to prior financial difficulties. These are important investments that will help improve operations, increase efficiency, and strengthen the City’s financial foundation.
“Development of the 2021 City budget comes during an unprecedented global health pandemic that slashed state aid and departmental revenues. This spending plan reflects the reality of the COVID-19 pandemic and the challenges we face.
“Moving forward, we must remain mindful of the realities created by coronavirus and its potential future impact on critical operations and services in our community. We will continue to advocate for direct federal aid to state and local governments, and work with our federal representatives on this critically important issue.
“While we’re disappointed that implementation of a pay-as-you-throw system was postponed, we will continue to work toward the goal of implementing this program in 2022. Planning for the future of solid waste management remains one of the greatest challenges facing municipalities across the country. Shrinking landfill capacity and increasing costs for tipping fees creates a new urgency around modernizing our solid waste management system and reduce expenses in the long term.
“Significant progress has been made to implement financially- and environmentally-sustainable policies and programs in our community, but more work remains ahead to reduce waste generation and increase reuse and recycling in the Collar City
