City of Troy, NY issued the following announcement on December 19.
Parking restrictions on designated Snow Emergency streets have been lifted, regular parking rules in effect
Snow removal and cleanup operations to resume Monday, December 21 after multi-day, round the clock cleanup effort by City crews, contractors that began Wednesday night
Residents urged to clear snow from vehicles, relocate from street parking where possible to assist snow removal operations
New York State Department of Transportation to assist City snow removal efforts on Congress Street, Pawling Avenue, 6th Avenue next week
TROY, NY — Mayor Patrick Madden has announced the City’s declared Snow Emergency has concluded, effective Saturday, December 19, 2020, at 8:00 p.m. Parking restrictions on designated Snow Emergency streets have been lifted, and regular parking rules are now in effect. Snow removal and cleanup operations will resume in targeted neighborhoods and side streets beginning Monday; residents should observe all posted regular or special parking restrictions.
Mayor Madden said, “Last week’s storm delivered near-historic accumulations of snow across our community. I’m pleased with the rapid response from our Public Works and Public Utilities crews and contractors throughout the multi-day, round the clock cleanup and removal effort. While the snow emergency has concluded, additional neighborhood snow removal and pushback operations will continue across the city this weekend and into next week. We thank the residents, families and businesses for their cooperation and patience as we continue to dig out from this major snow storm.”
The City has requested support from New York State for snow removal operations. NYS Department of Transportation will assist with snow removal on Congress Street, Pawling Avenue, and 6th Avenue at 6:00 a.m., Monday and Tuesday. Traffic detours, lane closures and parking restrictions are possible. Motorists are asked to observe all posted detours and parking restrictions. Residents are asked to exercise caution and reduce speeds where snow removal equipment and vehicles are operating to ensure the safety of workers.
“We thank Governor Cuomo and New York State Department of Transportation (NYS DOT) for their assistance to clear snow & ice from city streets following the storm,” added Mayor Madden. “The additional equipment and resources from NYS DOT will assist with snow removal on major traffic routes and allow us to expand snow cleanup operations throughout the City.”
Residents are asked to exercise caution and reduce speeds where snow removal equipment and vehicles are operating to ensure the safety of workers. Residents are reminded to observe all normal street postings or additional posted parking restrictions. Vehicles in violation of parking restrictions will be ticketed and towed at the owner’s expense.
Vehicle owners are urged to clear their vehicles of snow and relocate from on-street parking where possible (see below). Vehicles parked on city streets can obstruct plow vehicles from effectively pushing back snow on residential streets. Removal of parked vehicles will improve the effectiveness of cleanup operations. Cooperation from the public will help ensure a quick, effective cleanup effort.
Overnight and Off-Street Parking
Residents are encouraged to continue using public parking lots in their neighborhood. Vehicles can be parked free on weekends, and overnight only (5:00 p.m. – 8:00 a.m.) on weekdays, at the following locations:

State Street Parking Garage
5th Avenue & Congress Street Lot
Front Street Lot
Green Island Lot
Please note: permitted vehicles can utilize these lots during normal weekday hours of operation.

Safety Tips
Residents are asked to review the following safety tips and information to help maintain safe, accessible neighborhoods and properties in our community this winter:
Property owners are reminded to clear sidewalks and curb ramps of snow and ice. Properties not in compliance with City ordinances for clearing sidewalks will be issued a notice and/or fines for failure to comply. Please help keep our community accessible to people of all ages and abilities this winter.
The Troy Fire Department also reminds residents & businesses to clear snow and ice from fire hydrants near their properties. This can help save local emergency personnel valuable time when responding to possible fire emergencies in your neighborhood. Clear all snow three (3) feet around the entire hydrant to ensure quick access for fire personnel.
Clear snow from external furnace/heat vents to prevent carbon monoxide problems in your home or apartment. Check the batteries in your carbon monoxide detector to make sure it’s working properly.
Check in with neighbors, family, and friends who may need assistance following the storm, especially the elderly, those with small children, or individuals with mobility issues.
