Stefanik promotes bill addressing Chinese influence in U.S. tech sector

Washington, D.C. - On September 9, 2024, Congresswoman Elise Stefanik delivered remarks on the House Floor advocating for her bill, the Foreign Adversary Communications Transparency (FACT) Act. The legislation aims to provide transparency regarding Communist China’s influence in the U.S. technology sector and prevent Chinese companies from accessing American tech and telecommunications markets.

Stefanik emphasized bipartisan support for the FACT Act and acknowledged contributions from key committee members. “I want to thank, again, our E&C Chairwoman Cathy McMorris Rodgers, Chairman Latta, Ranking Member Pallone, and the entire committee for their support,” she stated.

She also expressed gratitude to past and present chairs of the Select Committee on the CCP for their efforts in raising awareness about the threat posed by Communist China. "Additionally, I also want to take the time to thank the previous Chair of the Select Committee on the CCP, Mike Gallagher, the current Chair, Chairman John Moolenaar and the Ranking Member Raja Krishnamoorthi," Stefanik said.

Highlighting concerns over China's surveillance activities through telecommunications and technology markets in the U.S., Stefanik remarked that many Chinese-controlled companies still operate within American borders. “Despite this clear and present threat posed by Communist Chinese-controlled telecommunications companies, many still maintain authorities to operate in the United States,” she noted.

The FACT Act mandates that the Federal Communications Commission (FCC) publish a list of companies with FCC authorizations that have any ownership ties to foreign adversarial governments including China, Russia, Iran, among others. According to Stefanik: “This public disclosure will help to shine a light on the malign access and influence Communist Chinese companies have inside our tech and telecom markets.”

Stefanik urged her colleagues to support this bipartisan initiative: “We cannot allow companies controlled by the CCP or our other foreign adversaries to have unfettered and unknown access to our telecommunications infrastructure... I urge my colleagues to join me in supporting this bipartisan bill.”
