This week, the U.S. House of Representatives observed China Week, during which Congresswoman Elise Stefanik voted to pass multiple bills aimed at countering efforts by Communist China to spy on and influence American citizens and critical infrastructure.
Two of Congresswoman Stefanik’s bills, the Countering CCP Drones Act and the Foreign Adversary Communications Transparency (FACT) Act, passed unanimously on the House floor.
“I am proud to have advanced legislation this week to combat unfair Communist Chinese trade practices, prevent Communist Chinese drones from undermining our national security, defend our service members in the Indo-Pacific, and boost U.S. manufacturing,” said Congresswoman Elise Stefanik. “House Republicans are unified in protecting U.S. national security and curbing Communist China’s malign global aspirations.”
Congresswoman Stefanik led or supported several bills that House Republicans passed this week:
- H.R. 8333 - BIOSECURE Act: Ensures American patient data and taxpayer dollars do not fall into the hands of foreign adversaries' biotechnology companies by prohibiting Federal contracting with these companies.
- H.R. 1425 - WHO Pandemic Preparedness Treaty Without Senate Approval Act: Requires any convention or accord resulting from the work of the WHO intergovernmental negotiating body to be deemed a treaty, requiring advice and consent of a supermajority of the Senate. It aims to provide more transparency in WHO agreements and act as a constitutional check on any White House effort to impose such pacts unilaterally.
- H.R. 5245 – Science and Technology Agreement Enhanced Congressional Notification Act: Requires the Department of State to notify Congress regarding any action on science and technology agreements with Communist China.
- H.R. 820 - Foreign Adversary Communications Transparency Act: Requires the Federal Communications Commission (FCC) to publish a list of every entity that holds an FCC license or authorization with ownership ties to foreign adversarial governments including China, Russia, Iran, North Korea, Venezuela, and Cuba.
- H.R. 2864 - Countering CCP Drones Act: Adds Communist Chinese drone company Da-Jiang Innovations (DJI) to the Federal Communications Commission’s (FCC) Covered List prohibiting new models of DJI drones from operating on U.S. communications infrastructure.
