Albany opens proposals for community development grants for 2025

The City of Albany's Community Development Agency is currently accepting proposals for the 2025 Year 51 Community Development Block Grant (CDBG), Community Housing Development Organization (CHDO), and Emergency Solutions Grant (ESG). These grants are part of an annual initiative funded by the U.S. Department of Housing and Urban Development (HUD).

Albany receives CDBG funds from HUD each year, which are used to partner with local nonprofit organizations for eligible public services activities. The goal is to maximize the benefits of these funds within the community.

A CHDO is a private, nonprofit, community-based organization that develops affordable housing. To be designated as a CHDO, an organization must meet specific requirements regarding legal status, organizational structure, and staff capacity or experience.

The ESG program was authorized by the McKinney-Vento Homeless Assistance Act and funded through HUD. It was amended by the Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 (HEARTH Act). This program aims to assist at-risk and homeless households in obtaining and maintaining permanent housing. The City of Albany administers its ESG allocation, distributing it primarily to nonprofits after deducting administrative costs.

For the 2025-2026 funding year, Albany will support emergency shelters along with street outreach, prevention, and rapid rehousing programs through this grant.
