Congresswoman Elise Stefanik’s Foreign Adversary Communications Transparency (FACT) Act, aimed at countering the influence of foreign adversaries on U.S. telecommunications infrastructure, has passed in the House with unanimous bipartisan support.
“The Foreign Adversary Communications Transparency Act that I introduced will stop Communist China from infiltrating communication infrastructures in the United States. Communist China is using every tool at its disposal to surveil Americans including establishing and exploiting relationships with telecommunications companies. It is imperative to combat this malign behavior and the House passage of my FACT Act is a step in the right direction to achieve this goal. I look forward to working with the Senate to get it signed into law to protect our national security,” said Congresswoman Elise Stefanik.
The FACT Act mandates that the Federal Communications Commission (FCC) publish a list of entities holding an FCC license or authorization that have any ownership by foreign adversarial governments, including China, Russia, Iran, North Korea, Venezuela, and Cuba. This public disclosure requirement aims to ensure that the FCC is aware when telecommunications and technology companies have connections with foreign adversaries.
